The Isle of Man, the 191st largest region in England by area and the 194th largest by population, is a Crown dependency and not part of the UK, although it lies at the geographical cente of the British Isles. It is self-governing but external relations and defence are the responsibility of the UK government. The Isle of Man has a population of 80,000, less than half of whom were born on the island, and almost a third of whom live in the capital Douglas. The Isle of Man holds neither membership nor associate membership of the European Union although Protocol 3 of the UK's Act of Accession to the Treaty of Rome permits trade for Manx goods without tariffs. In conjunction with the Customs and Excise agreement with the UK, this facilitates free trade with the UK, but while Manx goods can be freely moved within the EU, people, capital and services cannot.
